I might be a bit late to the party.
(I pre-ordered the physical Collector's Edition back in 2014, but only recently started playing properly with the announcement of Morrowind)
But why does the Imperial Charger look so different in promotional material when compared to the actual in-game model? It's missing saddle bags and face armor.

    It probably comes when you level up the stamina, speed etc

    Once you reach L20 in:

    Speed you get the Webbing
    Stamina you get the Armor
    Storage you get the Saddle Bags

    There are options to turn these visuals on or off once you get them if you decide that.
    Enjoy the game, life is what you really want to be worried about.
