They're ushering in Battlegrounds as a newb-friendly addition with Morrowind. With no CP in PvP anymore, more people will play at lower levels. Anazing marketing strategy. It's like EQ,
Don't want to grind? Purchase a max level Character with BiS gear from the start! Lol

They did the same set-up with One Tamriel = Housing. Makes sense imo
