I'm not sure whether he has 8 or 12 max level crafters, but certainly he does writs with every character. And yes, he likely bought Master Writs off others.
You don't need to take my word for it. If you're on PC-NA, join The Wandering Merchants and visit the Guildmaster's house. He got the last of the Noble's Conquest stations on Sunday night, which was annoying because I had a writ that I'd already accepted for the one he didn't have yet, and had to go to the Imperial City. Fortunately, Azura's Star is dead at 11am GMT on a Sunday.
