Weird UI and graphical effects bug when wearing Hist Bark

My Templar tank was wearing Hist Bark in Veteran ICP. At one point, the Hist Bark effect showed up like in the screenshot, together with the Hist Bark graphical effect stacking on my character, making it look like below.

I've got the same effect with Hist Bark, appears apparently at random times, very annoying.PC|EU
