Please make the Nomeg Hyril's attacks more deadly

Nomeg Hyril is a frost atronach overland boss at Nilata Falls and it's so easy to fight even low lvl archer spamming light attacks and running can outmaneuver the atronach. It should have some strong roots or other effects, since it's just too weak for the boss. Or it's attacks are too weak/slow.
Last evening we came there and sit close to the boss on the /sitchair emote and watched while a single bow nightblade dd with 15k hp was running in circle around us, almost killing the atronach. It's ridiculous and so was this fight.
