Loss of max stam in no cp campaign?

I run hulking draugr and automaton and have about 35k max stam. That drops to about 30k when in scourge now. I didn't know max stam was affected by CP? Can anybody enlighten me?

OK this explains how some people has so much magic, did not get it to fit with gear bonuses.Yep every cp gives u little bit of max stats, red gives health etc.
but if this is true it should give an even effect not 7K, 2k and 1.5K as RouDeR got, yes gear is nefed to 50 too.
Grinding just make you go in circles.
