Ancient Knowledge passive broken?

So I logged on PTS during downtime to play a bit around with Frost Staff tanking. However, on my fresh template char, neither block cost nor amount of damaged blocked changed changed when i learned the Ancient Knowledge passive (tested on the same mob). For s&b, it changed. So i grabbed the equivalent Master staves in lightning and fire, and my dmg abilites changed not at all aswell, no matter which staff I used. Is this also on live the case? i have to admit i didnt bother to test it when the passive was changed.
