They aren't actually doing anything. The servers are offline because they are overloaded. ZOS is too cheap to put money into them, so at peak times, here we are.

Exactly. They keep investing in trivial cosmetic content and more broken expansions, but won't invest in infrastructure and bug fixes. The game is becoming progressively less stable with every patch. If this company doesn't start fixing its product they're going to start losing money. I know I won't be buying any more crowns or DLC until I see Zenimax shift their priorities to fixing what's broken.
Error 304 typically occurs after you have been booted from the ESO megaserver and are attempting to log back in. When this occurs, it can sometimes take a bit of time for the server to register that your character is no longer in game, so it won't allow you to log back in right away.
If you are encounter this error, you should wait a full 15-20 minutes before attempting to log in again. If the issue persists, check the Service Alerts page to see if the game is experiencing an outage or going through maintenance.
