Noob guide to skills and morphs?

I'm looking for some help with links to resources (hopefully updated with latest patch info?) that show what all the skills morph choices are, what they do and if they cost magic or stamina. I took a little time on google but I'm finding incomplete and out of date stuff.

UESP has a few tools other than the wiki itself, which you might find useful. In particular, the ESO Skill Browser sounds like what you're looking for. Valid for Update 13 (Homestead).
Later, you might be interested in the ESO Build Editor, but that's probably a little advanced for where you are now.
