Craglorn - redesigned so at least some of it can be soloed. No more dying to a horde of swarming wasps near the node you want... this zone was also reset so that if you already completed it all, you can do it again.

Server - I have played on both but I prefer EU even though I suspect I'd have less lag on NA. It depends where you're located. It's difficult for me to get a group during my daytime, but that's because most of EU is sleeping then, so I go off and do solo stuff.
Class - recent nerfs to stamina based characters with the Housing update last week mean you're probably better off choosing a magicka based character. So... pick whichever you're most comfortable and then choose a race based on that.
Eg if choosing a Magicka Sorcerer, pick a race that has the most suitable passives, such as Altmer or Breton.
For a Magicka Dragonknight pick something like Khajiit or Dunmer. It's up to you.
If you're going to want to play end-game content, then look up build guides on websites like Alcast or Tamriel Foundry.
