Report. Again and again.
Some of these exploiters (yes, it's not a bug it's a bad design, but they're still exploiters) have seen their ap removed, or even their account banned. Let's extend this to every exploiters.
And for the double ap event, let's farm the exploiter. Let's play the map. Let's repair everything, and kill everyone. Don't let them farm and exploit.
The point is to demonstrate the AP gains from flipping Bleakers.

What is there to say...
Hey guys, we made it so that you get 6k for flipping a keep/outpost (whatever, not important). There is absolutely zero purpose to holding them though because the whole of pvp is simply keep pingpong.
Well, now that EVERYONE gets 6k per 'capture', well, guess what players do....
I do wonder how some of this stuff gets through internal meetings. I really believe that ZOS tries hard to make the game fun but yet they have little idea of how it is actually played.
People will always take the path of least resistance ZOS. You need to add a reason to hold the keeps, not just add rewards for capture.

In order to fix the issue, I propose the following solution:
Change AP rewards for capture to a gain-over-time as a reward for holding more keeps. More keeps = more AP per tick.
Restrictions:
- only gain AP while online and in cyrodiil
- AP gain is more or less according to the number of people online in your faction relative to the number of people online in the other factions. If you are on 1/3 bars then you gain 6x higher ticks than if you are on 3/3 bars. This is a necessity to prevent everyone from sitting on 1 faction.
Don't hate the players for doing it. Hate the bad design.
