The Vigilants of Stendarr DLC. Add hagraven and necromancer. Have a priest board where you could take a daily contract to hunt down a vampire, ww, hag, or necro. Kill any player who has these to full fill the contract. PvP flag. Crowns and xp to those killed. Game coins to the priest killers.

The Vigilant s of Stendarr is an order that form after the Oblivion Crissis. They would not exist during this timeline.

What is OP talking about. A DLC with quests where the players kill WWs and Vamp NPCs? I assume so since this would not work well for PvP.

If so, What is the story line. What is the reason.

So who hunts us now? No one?

So how exactly would werewolves beable to combat vampires without it being an unfair fight? not sure you have noticed but vampires in many an ES were depicted as being much higher level enemies then werewolves, In Daggerfall for example vampires were level 19 and level 20 where as werewolves and wereboars were only level 6 and level 8, the highest level enemy in the game was the ancient Lich at level 21 to give you an idea of how powerful vampires are.

They are completely different creatures made by different gods for different purposes and therefor they are incompatible with one another, you might as well ask to put an Ogre against a Lich.

I would be in for it, however, considering the Fighter's Guild are the werewolf, vampire, and daedra hunters I find it unlikely.
For a new dawn under Covenant rule!!!

Fighters guild and I do believe the Dawnguard exist at the time of ESO as well, or had existed just before, meaning they could be revived still. I'd like to think the Dawnguard or some kind of monster hunter guild would be featured in a Skyrim Chapter. Witch hunters would work as well, as they'd cover spawns of Daedra, but maybe more in a Nibenay/Blackwood chapter.

The fighters guild has kept getting less and less vampire/werewolf/daedra hunty over the last two years... it would not take that much to disentangle the skills completely and group them into a new "Monster Hunter" guild.
The dawnguard obviously exists, otherwise the fighters guild couldn't borrow a crossbow from them. And some may remember the occasional vampire hunters (Grahtwood, Greenshade) or werewolf slayers (Glenumbra, Orsinium) popping up during a quest...

As for a semi-PvP DLC... a region where its a three way between werewolves, vampires and hunters... its not impossible.
Oh, there may be a little side issue that this clichee has been done so many, many times... (World of Darkness, Twilight series, Underworld movies - gotta be careful not to get close to where the paralels become too blatant or someone might sue), but the main question would be - are there enough people who'd actually spend crowns on that? After all, for every vampire affeciendo there are a dozend gamers who just took the vampyness for the extra boost, and for everyone who actually likes werewolf background another dozend who just took the furryness for the stamina buff... and those dozend may very well go "What? Pay extra for an DLC story I don't care about? When I would be farming AP in cyrodil instead? F... forget that!"

Coding it would be more iffy. After all... not like vampires, werewolves and mortals are that easily groupable, not like alliance affiliation, right? Strill, some work could make it doable I presume... have a region with one hunter stronghold, one vampire castle and one werewolf cave, and the rest being a free for all open PvP area where each group can go after the other two... it might be doable.

And again we come to the big question - would the profits they get for it be worth the effort they had to spend coding that kind of thing? I kinda wonder about that... and would prefer to see a lot more other stuff instead. But hey, that's me...
