I'm sure someone will correct me if I'm wrong here but as far as I know all races have the same attributes in ESO, and always have. You can increase them by spending points, but everyone has the same base Magicka, Health and Stamina and the same maximum (and the same increase per point) regardless of race.
If that affects your decision to change your race you could try submitting a ticket to Customer Support, explain that you misunderstood what you were buying and they may be able to refund you and undo the race change, but then they might also say now you've used it there's nothing they can do.

Yep, that. Base attributes are the same. The only difference between the races is the passives.
Now, if you're saying that you had certain "max stamina/magicka" racial passives in both races trained, and those didn't make a difference... then, yes, you should send in a ticket. But that's assuming you spent the skill points to train them.
