(BUG) Reward voucher different from the tooltip

Writ was for Woodworking, Shield, Julianos, Sturdy, Breton, epic. 7 Vouchers announced

Got 5 vouchers.

I do not complain on the amount of vouchers for the writ, i just mention that the tooltip announce 7 and the reward give 5.

On the other hand, this one was an epic writ.

My husband got a 2 vouchers reward for a legendary ......

May be the value of vouchers is strange, but i dont get why legendary get a lower one.
