I was wondering, because that would make the infused trait actually good and it does literally say reduces weapon enchantment cooldown by 40%. So does it?

Truewavesound✭✭✭The proc part of the enchant occurs on the specific skill use. The infused trait does not affect this.6

As Master Weapons from DSA proc with every use of the skill (or they used to) so it might not be as useful as it seems.
In this specific case yes, It can only proc once every 4 secs, if it is reduced by 40% it should be able to proc every 2 secs aproximately1
