i can't killed anything

ESO was great before patch of 2/21.
Now I log back on I can't kill anything that I was previously killing before...it is so weird?
Anything else have this problem? that after the patch you can't kill anything that you used to kill before?

So, do you mean you can't kill anyone else as in PvP?
Or you can't kill anything as in PvE?

I can't kill anything in PVE, i am only lvl 11.

Before the patch , I am able to kill mobs and do my quest.
Post patch, I can swing at the mob and i barley hurting it and I die fighting any mob. I wonder if it has to do with lag

Probably not lag, unless your lag is super high.
The patch wouldn't have changed much for you.
Check that your gear is repaired and close to your level. Also make sure your weapons are charged and close to your level.

Not sure if this is same problem that PC had where the battle leveling to CP160 was not behaving itself. Would recommend raising a bug.

ESO changed after One Tamriel.

Using level 4 green gears at level 11 before One Tamriel and after One Tamriel should be different, because of the new scaling.

Have you looked at the Natch Potes for PS4 that was released yesterday??

They have done a lot of changes to abilities on all characters with yesterday's update. You should look at what changes have been done to your race/class as they will effect your abilities .....

As other have suggested .... check your armor and weapons. Armor needs to be repaired and weapons need to be recharged over time .....

They changed something with physical resist/pen. resulting in more incoming dmg. and reduced out going damage, hope it is a bug, but, they have still not acknowledged the issue so could be in for months, who knows.
