I don't think they have eso in China. Also China has a very closed economy, so that isn't a really good comparison.
Even if they displayed the odds people will buy them. Have you ever seen a dead casino in vegas? Why does every store in every state sell lottery tickets and scratch offs? Because they sell. I'm no whale I bought a few because I could afford it, you choose not to buy, good for you, that's a perfectly acceptable stance. What I dont get is why everyone is so up in arms about them. Play the game, don't bother with the crates, tempted to buy, don't go in the crown store. There isn't one thing in those crates or in the store that makes a difference in how I play the game, and I certainly won't let it bother me to the point of having to complain about them everytime it comes up.
If they make more money from crown crates than DLC I can absolutely guarantee there will be people at ZOS who will see that as a clear sign that they should be developing more crates and less DLC, and there's a good chance those people will be the ones in control of where the budget for future development goes. And then if crate sales start to drop off they'll look for ways to make them more enticing - put more desirable items into the crates instead of into the game itself or the crown store, find ways to make it really inconvenient to play without buying crates like they do with the subscription and the crafting bag.
Maybe they'll surprise me and prove me wrong, but it's a pretty standard practice in the MMO industry.
I think they need to start linking the gambling addiction hotline/website. Like they have on lotto websites:
