Same bug as the "Hammer, Forge" blueprint and others that were corrected in the previous hotfix patch.
This recipe, an epic one, once learnt does not appear on your learn list for some reason. I am not using any addon that alters crafting UIs.
EDIT: My bad, lag issue. It didn't appear on the Crown Store and I double clicked on it but I didn't learn it. Everything is fine.
