Both mobs and players who are stunned by Prolonged Suffering are immune to Mass Hysteria, it also will not trigger when next to the player/mob.

If you CC a mob or if a player breaks a CC then they will be immune to another CC for a short period, this is visually shown with a swirling wind like effect at their feet.@Turelus - EU PC Megaserver

Nysticc✭✭✭Agony wont proc immunity until its broken, fear will NOT WORK AT ALL while standing next to a target thats stunned by agony..
