So there I was playing the same quests for the 5th or more time. The quests are great and many reviews talk about how great they are. But in the end, they don't matter at all. The "hard choices" you have to take make zero difference. I know as an MMO there are a lot of restrictions, but I was thinking of a way you can take advantage of the cool moral choices that are currently wasting away: create a reputation system.
You can have reputation with different factions as in wow, or you as a player have a reputation for your deeds that defines you as a merciless justice paladin, a honorless thief and so on - with different bonuses for the different reputations: from simple vendor discounts/price increases to maybe unlocking certain things, such as costumes, or even take it as far as unlocking abilities based on this (like the intimidation/persuasion skills). I could rant on but I'll stop here.
I really think this would add A LOT of value to the game, and to questing in particular. I like to roleplay with my characters, to imagine my breton as a merciful hero, always sparing the guilty, and my argonian assassin tasking lives without a second thought. But in game this makes absolutely no difference. I think it would add a lot to the immersion of the game if quest choices were actually meaningful, and I think a reputation system could be a great way to do this. It would be a a challenge to add this for existing characters, but not impossible
