What you are seeing as "the damage this weapon does" is actually "the damage this weapon does plus the scaling bonus for this character holding it or viewing it".
The weapon is the same, the net result of weapon plus scaling varies and that is what is shown.

Changing with the material used to forge each weapon, there is a range of Experience Levels required to equip it, along with a corresponding range for the amount of damage that it does at each Level (the damage increases as the minimum Level required to equip it increases).
The Experience Level of the PC crafting the weapon is irrelevant. The "Inspiration Level" shown as "Experience" by the crafting station UI only determines which items the PC can craft. Whichever PC crafts a weapon has no effect upon the damage that the weapon does when it is subsequently used by any PC.
That said, what @albatrossj5 describes is either incorrect, or the software has a bug in it that in didn't have before. The damage which an Iron Sword does at the Level required to equip it after it is made by a Level 50 PC should not be less than the damage which the same Iron Sword does at the Level required to equip it after it is made by a Level 12 PC.
As far as I know, if a PC's Experience Level is higher than the Level required to equip the weapon, then the damage rating for it remains the same as it is for a PC whose Experience Level is the minimum required to equip the weapon. Nonetheless, damage modifiers which a higher-level PC might have, but a lower-level PC does not have, can increase the damage which the weapon does. (It is possible, at least theoretically, for a particular lower-level PC to have modifiers that increase the weapon's damage which another particular, higher-level PC does not have.)
Regardless, as @STEVIL stated, the actual damage that a PC can do with a weapon is ultimately affected -- whether possibly lowered or increased -- by "combat leveling". In PvP combat, the opponents become, in effect, twinks (see note that follows), but respectively gain Experience to increase character Levels. In PvE combat, each PC is "leveled" to 50 CP160 and all NPCs are Level 50 CP 160, except dungeon bosses.
About Twinks: a twink is a PC fully equipped with gear that is best-in-slot for a specific Level, and fights only other PCs fully equipped with gear that is best-in-slot for that same Level. Neither PC ever gains any experience that increases their Level. Twinking is a feature of some games such as World of Warcraft, but not an explicit feature of The Elder Scrolls Online.
