Start a guild, run a lotto, rent a vender, buy a home with proceeds in guise of guild hall, once you have everything dump guild or continue to milk it..
Sure it takes time but this is what a lack of guild halls is doing to the community. Just something to think about.
PS, Make guild halls BIND to the guild and ONLY purchasable for a GUILD by gold FROM the GUILD bank....
