✭✭✭✭✭I know this may not answer your question, but it really depends on whether you can get a competent farm group going.
The drop rate is obviously better on vet ... or guaranteed on hard mode. However, vCoS and vRoM really require sophisticated teamwork and communications (TS, Discord, etc.).
If you can't, then the quantity of runs on normal outweighs an average group taking 3-4 hours just to complete regular vet.
Personally, me and my groupmates have received motifs on normal ... but the patch notes aren't misleading in saying it's the bottom of the barrel on the drop rate.2
