Same piece of jewellery viewed from 2 chars in the bank

I have Dark Elf DK and Templar lvl 28 and 40.

The one which is 28 was created 2014 and the one that is 40 this year.

Both craft the same rune and it has different stats?

I store same piece of jewellery in my bank then see it from both of them and it shows different stats 650 169 - 850 179 (max magica - reduce cost)

Is this intended (balance between classes or bug?)

All items are scaled to CP160 on lower characters. However, the closer your character level is to the gear level, the better the scaling. For example, a Level 10 char with a Level 10 sword is actually more powerful than a Level 20 character with a Level 12 sword. If you were to get the Level 28 to Level 40 (while leaving Level 40) untouched, you would see identical stats on glyph because both are level 40 and both are looking at a glyph being scaled to CP160.
