So today (17/2/2017) around 4:30 eastern, someone in The Rift zone said werewolves were out and about ready to infect someone, while that sounds all nice and fun it's just wasn't for myself. I decided to go to the Dark Brotherhood Sanctuary to complete the daily sacrament and talk to Remains-Silent for more daily goodies. When I got to the dining hall, I assume that's what it is, there was two copies of Kor: one leaning on the bar and another sitting in front of Hildegard's cage while she was in werewolf form. I've switched characters to see if she was still in the form and she was.
Possibly if Hildegard is in her cage in werewolf form then werewolves are roaming the respected infection zones.

✭✭✭✭✭Which begs the question, after finishing the dark brotherhood questline why can't we get hildegard to bite us for the werewolf line?
Seems after all the help I gave her she could at least give me hircine's gift.

✭✭That is a very interesting theory! Just in the last hour I have been looking after some wild werewolf spawns and helping people get the bites from them.
If this is true, this could be another way for us to know it is time, other than the full moons
