    The human eye can interpret up to about 200fps actually. Depending on the person.

    You realize that VR systems must sustain 90fps to prevent users from experiencing motion sickness?
    How would that be the case if we can't perceive anything higher than 26fps?

    Actually you can notice when you run solid 80-100fps than all of a sudden you drop to low 20's and 30's. So yes you can pick up on the fps drop and the stutter.

    25 fps os kind of low if you aren't exaggerating, but bad performance is the norm with this game. It's very poorly optimized.

    I also have GIGANTIC FPS drop in Cyrodiil. I have intel I7, 16 GB ram and GTX 980.
    Usually I have like 60 + fps, but in Cyrodiil - the more lag, the more FPS drop. It is as the FPS in Cyrodiil were synced with LAG.. lol

    btw. I used to have an old pc, almost ancient (AMD Athlon x2 5600+ , 8GB ram and 9600 GT) - and even then I was able to play in 60 fps, on low detail and resolution. But when entered Cyrodiil - the gigantic FPS drop.

    People have said they have found a way around the fps issues, the stutter, and prime time lag. The thing is with every patch we get new issues that arouse that they don't know how to fix but the community seems to find ways to fix the issues.

    Until ZOS fixes the game to work properly on multi-core CPUs FPS is always going to be a mixed bag.

    Just purchased a 7700k and 1070 and run about the same fps as my last rig that is 5 years old. Eso has some weird performance bottlenecks that I assume are server side.

    I know OP has resolved his issue, but figured I'd give my experience. I've got a powerful gaming rig as well, and for the first year I had the game I was always at 60fps. Well last summer I noticed the longer I played during a session and the more places I visited without logging out, the slower my fps were. Come to find out ESO had a significant memory leak. You guys that still have issues may want to look into that.

    Lol, please show me a link to the "science and biology tests" that confirm this. Give me a side by side (actually even a non side by side) comparison of 30 FPS and 60 FPS, or 60 FPS and 120 FPS and I will pick the correct one 100% of the time, guaranteed.

    Another 1070 user chiming in here; I've got an external ZOTAC 1070 AMP! @ 2 GHz (paired w/ i7 MacBook Pro @ 3.5 GHz) and I'm playing the game at 4K, ~Max settings (view dist 65, particle sliders on min, -3 textures) getting around 40 FPS in cities and 50-60 FPS in general zones. Latest drivers.

    Over the last ~6 months, performance has been very reliable. I don't know how my system is able to do 4K so well, but it does (if you count 60 FPS as "well").

    The performance of this game is bipolar for me. I have a relatively high-end system, though not as high-end as yours. My performance goes up or down randomly all the time. Usually my performance is best when they have done a recent maintenance. It gets pretty bad when they start skipping weeks.

    Low FPS issues have plagued me also.

    Now here is a funny thing I have noticed. When I use a crafting station my FPS jumps up to 80 fps. It always seems to go up. I find that odd.

    Game operates huge amounds of data and memory (as well as other stuff connected to data transfer from disk drive to CPU) must be fast. Usually when people buy their PCs they dont pay attention to those parameters of system.

    CPU\GPU requirments for this game are really low if you play FullHD :) just need fast memory

    Is it something I can do with Nvidia control panel, bios, Windows 10 or the ESO ini file that will help?

    Have tried experimenting a lot with the Nvidia control panel, but no luck, and Win 10 is already tweaked pretty goood for optimal gaming. Have not disabled hyperthreading though.

    The short answer to your issue is:

    ESO uses DirectX 11 which is not optimized for multi-threading. Therefore your CPU is using mostly only 1 core for the game. They noted that the game will be optimized in the future for DirectX 12 which will fix this issue but we haven't heard an update form them yet.

    In addition, please note that if you are running on 4k resolution, your GPU is most definitely bottle-necking the CPU (Even a 1080 TitanX causes CPU bottle-knecks when running some games on 4k). Therefore please switch to 1080p if you are on 4k.

    I notice at once a drop from 60 to 55 fps, or sometimes even from 60 to 59, and I know this because I always have the fps counter activated in the game, and often check it when I notice micro-stutter.

    Perhaps there are many times I don't notice a 1-5 fps drop, but each time I notice micro-stutter and quickly check the fps encounter, I often see a 1-5 fps drop.

    But I have the eye of a person who is used to assessing art and paintings. Once you notice micro-stutter you can't unsee it.

    Are you running Windows 10? I've been experiencing similar symptoms and I haven't checked my memory settings yet, but I'm 95% sure that I enabled XMP in my bios, and if it changed for some reason... I'd be a little suspicious cause Microsoft...

    Also for those using Nvidia cards: Turn OFF the shader cache option. I'm too lazy to explain what it does but this fixed my occasional screen freezes even though my FPS was not dropping below 50
