Grass Flickering, and Crashes

The grass in my game is flickering like crazy. I have extended my UI memory, disabled all addons, turned to graphics down to minimum, and updated my driver. My game also crashes every so often. The only way I can get my game to work, is to turn off grass, which kinda ruins immersion. Is there anything else I can do?

Ageless✭✭✭I've just switched my old AMD HD7870 -2GB for an RX470 - 8GB and where the grass didn't have a problem with the old card, it does with the new. Uninstalled the previous drivers and installed the Crimson 17.2.1's.
I just played Ghost Recon's open beta with everything on Ultra and it didn't have a problem, so this is something that ESO does. The grass is already flickering in the character login window.
