Weapon switch, skill usage and NPC interations blocked on travel

Could you please take a look at this? Everytime I fast travel or the game needs loading, my actions are blocked for a brief moment. I know it's only for some seconds, but hey, it's very annoying, mostly since this didn't happen before Homestead, so I assume this may be a bug.
