Cant find Tovisa (Scouting the Mine quest The Rift)

I'm having an issue with the Northwind Mine quest "Scouting the Mine" in the Rift. The quest giver Tovisa never appears at her location where she usually "pops" out of stealth. I'm I the only one having the problem? Can anyone shed some light on the situation?

Amphithoe✭✭✭✭✭Update: Tried to group with a friend who had made a new character, traveled to Northwind Mind and he could pick up the quest without a problem, he could not share it with me though so something is wrong with my character, which suck since its the one i spent the most time on.
