Can overwhelming surge crit in homestead?

This is for all the pc people who all ready have homestead with them, from what i can tell i don't think it should be able to crit but it also seems like it would be trash if it cant. if someone from pc could check for me that would be great because then it can be removed from my theory-crafting list.
