Question on Race Change

Lets say I have a High Elf. I change to Dark Elf. Will I still be representing the Aldmeri Dominion and have that flag behind me on the login screen or do I change to Ebonheart pact?

    You need "any race any alliance" to pick a race of another alliance, otherwise you will be able to pick between what you would normally have access to (+imperial, if you have). Changing alliances is currently not possible.
    If you quote someone, and intend for them to see what you have said, be sure to Mention them with @[insert name].

    I have "Any Race, Any Alliance".

    Does this mean when I do a race change, I go to the character creation screen and can choose Ebonheart pact for my new Dark Elf who was once Aldmeri Dominion??

    No, you can't change alliance at this time, so your Dunmer would be a member of the Aldmeri Dominion.

    Whatever race you change to it will always be in the Aldmeri Dominion
