Bounty: Can't talk to New NPC's in Cyrodiil or a main NPC within the main housing quest line

Customer Service Ticket [Incident: 170207-002889]
I had to reply 5 times to get a human response. When I did, I didn't get the help I needed. I replied, but the ticket was closed afterwards.
I can't spend my 4 million AP within Cyrodiil. The new NPC's won't talk to me because I have a bounty. It is my impression that you're supposed to go to Cyrodiil to be able to feed horses, etc when you have a bounty. The main quest line for the Housing also has an NPC for EP that stops progress. It is the one in Ebonheart, Stonefalls. I asked Customer Service to address the issue or just remove my bounty so I could buy stuff. I don't care either way. I'm a killer, I know this and I enjoy killing NPC's. My bounty is WAY to high to go away.
