Is this a bug? (Only Tier V crafting writs for a Tier VI crafter)

I returned to this game after a 2 year hiatus last week. I decided I wanted to focus on crafting, and I was enjoying myself until I started trying to do writs.

My character is level 30, and is a TVI Clothier and Woodworker. I regret having stuck that many points into the character's crafting tier, since the craftable gear doesn't actually help him or my other characters. I went to do writs, and got a quest to create Yew bows and shields. I looked up the location and then traveled to what used to be a high level area (which I had been able to harvest with this character before One Tamriel). I then spent about an hour running around and finding no Yew, only Birch and Beech. I then went to Cyrodiil, because the internet said I could find Yew there. I spent about 2 hours running around out there, but to no avail, just birch and beech.

I NOW KNOW THAT ONE TAMRIEL CHANGED HARVESTING TO BE LEVEL/CRAFTING TIER SPECIFIC! (Sorry, had to caps that in anticipation of responses not reading beyond the above paragraph and jumping in to inform me that one tamriel changed things.) But now that I've discovered that, I've hit the potential bug.

I am consistently getting Tier V writs, which it is impossible for me to get the materials for. I'm only finding Tier VI materials, and materials related to my character's level.

Is this a bug? I've seen it mentioned once in another old thread, but there was no follow up.

I've abandoned writs, and attempted to get new writs. They are all level 5 writs which I can't find materials for.

Currently I am finding

Beech (Due to my level)
Birch (Tier VI due to my crafting level)
Top Grain Leather (Due to crafting level)
Leather (due to character level)
Cotton (character)
Kreshweed (Crafting)

I need:
Yew (Tier V for writs)
Fell Leather (Again, Tier V)
Ebonthread (V!)



So is this a bug?

    It sounds like you've not done the Groundskeeper's intro quest in the Hollow City. Until that is complete, the game will continue to give you lower level writs despite more points in the material passive.

    As noted on my website: Must first travel to Coldharbour & complete the Groundskeeper's (non-combative) quest "The Hollow City."

    Wow. So ESO locks crafting progression behind the main story line?

    I HATE being forced to do specific quest lines. I'm an altoholic and prefer to just wander around doing my own thing. I got sick of having to run all of my alts through the same zones time and time again, and that's why I left this game in the first place.


    I find it rather ridiculous that they don't make this evident. I guess they just assume that everyone has maxed out their levels and are champion characters.

    Oh, and by the way, thank you for that information. I'd been all over the internet trying to figure out what the problem was, and this is the first time anyone has mentioned that.

    This isn't true. It'll block you from getting the writ quests that you have to turn in there but once you get to the point to where you get the writs that you turn in at Craglorn, things go back to normal. My newest char hasn't touched any quests in Coldharbour and yet still gets writs for Craglorn just fine, even before getting far enough in the main story line that they force it upon you to go to Coldharbour.

    Might it be an account wide unlock? None of my chars have been to coldharbour.

    It's not account-wide, I've had to do it on multiple characters that were doing Coldharbour drop-offs. And since the original poster described quality that would drop off in the Hollow City, I still believe this is their problem (i.e., 6 points in wood materials, so goes to Coldharbour, but still getting writs for lower-tier mats).

    It is quite true in context. Go read the link, or reread the original post. Yes, Craglorn works fine, but he's not put that many points in and this is on my table entry for the Coldharbour drop-off site.

    You can get to Coldharbor and not do any of the other quests in the game, zone or main. You just have to have someone you can port to up there. It's always been that way. Its only if you want the game to send you there that you need to complete the story quests.

    There are very specific levels of Writs that go to Coldharbor like L5 Provisioning Quests. As those Level of Recipes don't really drop in the game anymore other than for someone's first character, this is about the only reliable way to get these recipes, if you don't want to limit your self on the recipes you can make. Which most people won't as they want or need CP160 or better once they are L50. I am not sure what material levels are Cold Harbor specific for other crafting line writs, I think there is a list out there on the web somewhere. But, the provisioning writs are enough to want this.

    I don't know if there is any advantage to doing L5 Alchemy Writs or similar leveled Enchanting Writs.

    Enjoy the game, life is what you really want to be worried about.
