They are working fine. In my opinion, Bleed (using 1 Axe) is better than 2.5% crit from dagger.

what is the difference between flat damage increase and spell damage increase if i care about spell damage? does that mean it doesnt get any bonus that would affect spell damage? and is the damage plus coming on top AFTER all other bonuses are calculated?

Hi did the passive change ( twin blade and blunt ) does it still boost magicka damage

It never boosted magic damage. Only melee since it's a weapon skill.
WHILE DUAL WIELDING

Used to be the 5% bonus for swords did apply to spell damage. The meta for a magicka DPS was to go dual swords, with a staff on backbar. As far as I can remember, that got changed last year sometime, but I can't remember exactly when.

Majority of people i was aware of used DW swords on their magsorcs for Overload curse and liquid lightning. Back then you could easily two-shot people and if you didn't, your Molag Kena would proc giving you a total of 4500 spell damage. After the nerfs to Overload people stopped. That was some time between IC and Orsinium if I remember correctly.
