I use the dye stations frequently, and I have never experienced this, nor have I heard anyone else talking about it.
Sounds like it might be an individual issue. Submit a /bug report.

Have you gotten any response to your bug reports? That's likely to be the first clue that they're working on a fix.
I haven't seen this myself, but I've seen it mentioned occasionally and no one seems to agree on what the problem is. Whilst players don't need to work it out that suggests it might not be an obvious thing to fix.

Yeah OP, something must be up with your settings. I probably visit the dye stations once a day and mine are working exactly how they were before the update.
People are advising the OP as if he has the supposed problem, but his opening word "Apparently" suggests he is either reporting what he has heard or else is simply trolling.
I've never had such a problem, nor do I recall anyone mentioning it before.
On Xbox one when I go to a dye station it doesn't always load the high quality textures immediately. It takes time but it can do weird stuff like crash immediately, hang for a while, load weird textures as seen below or just take over 10 seconds to load high textures and stay blurry.
I understand this isn't your issue but it suggests that something in how this loads could become problematic considering the texture issues on PC that I thought were fixed in the recent patch.

I too have not experienced any issues related to focus on my avatars at the dye stations. And I use them quite ferequently on a number of my characters' outfits.
An issue I do have with those dye stations relates to the horrible lighting situation. I am getting real aggravated at dying costumes and armors, then having to run outside and hope it is daylight to see if the shades look correct; so,many times in daylight, the colors and differing textures is NOT what they appear in the dye window.
Can they not design the dye window with adequate natural light for cripes sake?
This comment, although unrelated, also goes for the character design window. Poor, poor lighting resulting in the finished avatar not looking as how one designed it.
Please, can someone at ZOS design shed some "light" on these issues for us?
On ps4 here, I get it every now and again. Seems to happen when the camera is being pulled in closer to the character and randomly around the face area everything blurs. I didnt think much of it, but it's nice to know I'm not alone.

I'm on PS4 and I get it from time to time. No idea why some people just go into full lynch mode straight off the bat like the person is killing their grand parents for a quick fix. A classic case of "Never happened to me, so the issue doesn't exist outside my little bubble".

I mostly use the dye station inside the alchemy shop in Mornhold and I really thought it was the haze from the fire pit, turns out that all stations on characters do this.
I will actually find it weird if this ever gets fixed because I'm sort of used to my dye routine, you dye and go to window and stand on table in light and look at the colors, then back to dye and back to the light. Yes this takes time but in this game you have to sort of find your own in game workarounds for the small bugs as ZOS takes millenniums to fix anything not critical to game play.

Can confirm on PS4. Has been a problem since 1T. Happens on every character at every dye station. Very frustrating that it's not fixed yet. Very hard on the eyes o.O.
I've had this problem since December. It was fine after the 1T patch, then just suddenly bugged out. I've been out of focus for months when using the dye station. (PS4)
It seems to depend on the dye station I use. The dye station in craglorn was crashing my game consistently. Shornhelm sometimes works fine. But it usually makes my toon all blurry.
