With all the inns scattered all over the world, why don't we give the traditional meeting place real utility. Referencing the system used in City of Heroes/City of Villians, some of the biggest issues with grouping up is having a say in what you are trying to do, and who you are willing to do it with. While i appreciate the advancements of Halo with Matchmatching, it's just pure madness to continue using a FPS matchmaker within such a diverse RPG. Let the players match themselves.
With the Inns, a system can be implemented where individual players or group leaders can go into either offer their assistance/request assistance. LFM should be for group leaders trying to fill out their groups. LFG is for the individuals looking to find a group.
LFM the Group leader comes into the Inn and puts the group into the LFM listings. It should show: Alliance, CP LVL, Needed Roles, Intended Content and a comments space
LFG the individual comes into the Inn and puts themselves up for selection. It should show: Alliance, CP LVL, Desired Roles, Desired Content and a comments space
Intended Content/Desired Content and Intended/Desired Roles is make sure that both sides are upfront about what they are looking for.
Also include the ability to search either by the aforementioned filters. With LFM, people who find a group that they are interested can whisper the group leader. With LFG the group leaders can invite/whisper the individual.
Let all the activities be shown: Trials/Dungeons/Dolmen/Public Dungeons/Delves/Pvp(keep capture, small scale(whatever that means to you), IC, Sewers))/skyshard hunting/etc.
Honestly you don't have to get rid of Group Finder, let that be the option of last resort or for the quick group up. Just like Guild Traders, this may require a bit more effort than a matchmaker but increases the chance you maximize your play time by finding like minded people quickly. Honestly in City of Heroes, a lot of my good in game friends were found through this system because we wanted to do the same activities.
Most importantly, the comments section would allow players who are beginner friendly to self identify that they are beginner friendly. So instead of going into a proverbial new experience thresher, they can have better odds of having better beginning experiences. Improving the chances they stay in the game and appreciate playing the game.
In my opinion, this is how solid in-game communities are formed.
