LFG: Random normal daily pledge + low level player, works as intended?

A lvl22 character can't choose much dungeons.
But if u use random normal daily pledge you can do that dungeons with not allowed.

For example, My lvl22 character can't do White Gold Tower, but with lfg random daily pledge, I got that dungeon.

The group finder will queue all dlc dungeons along with any other that you meet the requirements for.

There is the point! Lvl22 character can only do First 4 dungeon (I & II) = first 8 dungeon. 0 DLC dungeon allowed.

Yes but dlc is extra content that requires purchasing or a subscription, they won't wall it off with a level restriction. Not saying this is a good idea but it is working as ZOS intended.

It's "working as intended" by Z, though from my perspective, distinctly nonsensical. There's numerous threads about this, and apparently Z is not willing to change this behavior.
