For example, if the Argonian Likes-to-Steal has a bounty of 75,000 gold, and has 20,000 gold when he's captured by the guards, he'll still owe a bounty of 55,000 gold total. Guards will only take the gold carried by the player at that time, and they cannot access gold held in the account bank.
