Why is the Dungeon Finder not working?!

Why is such a major part of this game so broken? i have tried many times tonight to access group dungeons via the Activity Finder and every time I try to group for a dungeon is wont let me queue! Extremely annoying Zenimax!! There are many new players entering into ESO recently because of One Tamriel and Homestead - the upcoming Morrowind too, but soon will they realise that the game is so broken for those players who don't have regular friends to play with, they will wish they hadn't bothered.
