Is it relevant whether a set is slotted as armor or weapons/jewelry?

If one has two 5 items sets, does it matter which one is slotted as 5 armor and which is weapons and jewelry?

Initially it doesnt matter. There are sets and setups that are bugged, like armor of arena or whatsitcalled, the 5th set bugs out if you have it on weapons. There are also those sets that has the last bonus being resources, either hp, stam or magicka, those stats vanish for a split second while you wep swap, and have to regen back up normally. Altho ZOS stated they fixed that regarding hp, but not stam or mag yet.

Ok, tnx, but any of that relevant when it comes to where 5 Marksman and 5 Hawkeye are slotted? Alcast has 5 Hawkeye as all armor, so figured it might matter perhaps, in terms of theorycrafting.

Not every set has legendary jewelery and for some, it's quite hard to get legendary jewelery. Marksman is part of the pvp end of campaign rewards, and can be sold in guild stores, so it's relatively easy to get it (if you have enough money).
For Hawkseye I'm not entirely sure, but I don't think I've seen legendary jewelery of that set so far.

Yes it makes a difference. Especially if you're mixing light, heavy or medium types so you can ensure the 5 piece armor passives.

Some sets if you're using the weapon for the 5th piece have a small period when changing weapons that the 5th effect isn't counted and is reset. Plague doctor for example, every time I swapped bars, I'd lose a noticeable amount of health momentarily which needed to regenerate back.

Sometimes. Let´s say you want to use burning spellweave and blackrose in pvp. Using blackrose on jewel+sword/shield, and 5 piece light armor of BSW will make the 5th bonus of Blackrose useless. In that case you better use 5 heavy blackrose on body and jewel+ sword and shield with bsw

Also sets bonus changes with gear level, some 5th piece do not scale, which make them better for purple jewlery pieces. Hence why some people prefer using willpower or agility on weapons instead of jewlery to get a few more dmg with gold weapons instead of purple jewlery.
