I also get this problem. Just last night I was trying to get my writs done in Craglorn, but I couldn't move two steps without freezing for a moment or two and then it would calm down, only to happen again once I started moving again.
The worst of it was back when writs were done in Orsinium, I could barely do anything during that time, the entire city of Orsinium would bring my game to a slow grind just to get from one crafting station to another.
It seems last night's patch bumped this problem up a bit, it was a bit bad with the update, but this patch just made it much worse.
A while back it would hit me really bad in Maelstrom arena. I'd have my game completely freeze for about 14 seconds when the first wave of enemies spawned on each level. I'd come out of the freeze dead each time.

I know next to nothing about computers, but am having this same problem. It seems to get worse and worse as time goes on, and things like trials are becoming nearly unplayable. How would I go about creating a new live folder?

This has been a really big problem for me, not only have I been kicked out of my main trading guilds but the game is unplayable for me now. So I would appreciate any help or suggestions on how to fix this.
