Because this setting means absolutely nothing to you and your characters.
Primary residence is a bit of a misleading name IMO. All it does is determine which house your visitors are sent to if they choose to visit while you are offline. That's it.
If you want to set a different primary residence for each of your characters you don't need a setting in the game to do it - you just choose which house belongs to each character and make sure you're logged into them when you go there. Since your characters never do anything without you controlling them you don't need to worry about defining a residence for each of them within the game.

So please clarify... when I click on someone to visit their home the link is to 'Visit Primary residence' whether they are on or offline. There appears to be no link to 'Visit the house they are in right now'?
Not a huge role player but I do to some extent envisage each character as a different identity and tend to expect an RPG, even and mmoRPG, to cater to that a little...

That's correct.
If you want to visit the house they're in at the time you use 'Travel to player' just like you would if they were anywhere else in the world.
For what it's worth I'm going to have different houses for different characters and I don't see the system we have now causing any problems with that. My main two are going to share a house. My argonian will have her own house because she wants to live in a different zone, my crafter will have an apartment on Auridon and my others will share the inn rooms. My sorcerer might get a house one day, but he's going through a bit of a mid-life crisis right now so he doesn't even know where he'd want to live and it's going to be a while before I can afford a house for him anyway.
