Easiest to access Outlaw's Refuge?

If I were to engage in a morally suspect transaction, or terminate a Tamriellic citizen's life prematurely, is there a particular wayshrine + Outlaw's Refuge combination that would allow me to travel in from parts yonder and run a relatively short distance to the Refuge entrance undetected by guards?
Obviously I could travel to a remote wayshrine and sneak into any city, but I didn't know if there were any shrines closely adjacent to a refuge entrance without the threat of an ever-present guard lurking nearby?
Any suggestions would be appreciated.

Junipus✭✭✭✭✭Daggerfall has an entrance outside the city on the east which is accessible after a short journey from Baelborne Rock wayshrine (make sure you cross the river, not the bridge).The Legendary Nothing0 -

✭Anvil is absolutely the best but you need to dark brotherhood dlc (the entrance is beside the Anvil wayshrine)
The sentinel outlaws refuge is a short jog from the wayshrine and I have never seen any guards patrol that far from the city.#1 tip (Re)check your graphics settings periodically - especially resolution.3 -

✭✭✭✭✭Khajiit usually frequents the one in Daggerfall.
Wayshrine, over the wall and then quickly to the refuge. Usually the guards are not so much a bother but there is one wandering around the entrance you sometimes need to look for yes.
Anvil is quite convenient also.

✭Anvil's refuge is about 20 feet from the wayshrine, so that one's great if you have DB.
If your character is native to AD, the Vukhel Guard Harborage is within shouting distance of the refuge, just a short jog down a completely unguarded beach.
Stormhold, in Shadowfen, is pretty good too, if you don't mind a quick dip in swamp-water.Living vicariously through my characters.

On the left is one of the house's entrances, and a Refuge is directly next to it on the right - with no NPCs around (screenshot below).
