Wayrest, this one's on me?

Everything i have read is the NPC is in the undaunted enclave in Wayrest to do the "this one's on me" to get some xp for the undaunted. But i have been there now 3 different times and he isnt there. Did they move the NPC somewhere else? I checked the tavern too and he is not there either.

    Does anybody know? I have seen videos of him being in the undaunted area but he isnt there anymore. So i guess they moved him.

    He should be standing next to Glirion the Redbeard.

    Thanks lol, he use to be inside the camp in the video i watched near the chests. I went there like 5 times and i was like man i cant find him lol.

    you have to do the undaunted intro and have the skill line first
    you may also have to do the pledge intro quest
