Witchmothers Brew issue

So I noticed the other day that when I use the Witchmothers that I am only getting 2 hours worth of effect.
Checked my passives and I have full skill points in all the passives, thought it might be classed as 'food' but I have full points there too.
Is this a bug or is it intended? Haven't checked any of the other Halloween additions yet.

✭The extra time has never worked on blue, purple, or gold food for me. The only time they have added more time to the food is when I consume a green item....
...odd but it's one of those things I have just learned to deal with0
