And that several of those countries just say "Please contact your local retailer to pre-order The Elder Scrolls Online: Morrowind." when you select them... PC options are:
1. Physical CE (game and expansion with goodies)
2. Digital CE (game and expansion without physical goodies)
3. Digital upgrade CE (Morrowind only with digital goodies only)
4. Digital Upgrade basic (Morrowind only)
If you're doing any digital PC game (any version other than Steam), you should buy it from this site.

Gamestop has the same pricing as the official store. Morrowind upgrade is $39.99, Digital Collector's Edition with full game is $79.99. You want the $59.99 edition which is Morrowind upgrade plus collectibles.
Do you have a bank account? The reason I ask is that you can transfer money into a PayPal account directly, without the need for a credit or debit card.
Another option would be to purchase a prepaid credit card, which is the same as purchasing vouchers.
Steam and their own website are really the only digital providers they need to house the PC upgrade tbh, if you can't figure out a payment method between those two sources this sounds more like a "you" problem. Its not that version is the boxed version that means its shipped to you. I don't need another copy of eso. I just want the upgrade and this is why there has to be a pc version of that upgrade in my mind for gamestop. Not just for consoles only.
From what i saw the prepaid debit cards, require a bank account I think in order to use. I could maybe do it with paysafe but that would mean finding a location where they have that. I am not sure if they still do that where I live. I know flying Js was able to do it. Would suggest maybe sending through a support ticket and see if there are any methods that they can advise you of that you might be able to use. Some people get a card purely for electronic shopping and only load it with the funds when needed. Might be an option. Your parents might be able to open one on your behalf and then can arrange transfers as and when you need them.
Tried to search on the support database but this one seems to have crashed the search so not sure if there is something already there.
