Rapid Maneuver bugged

Rapid Maneuver is again pulling out weapons, why? Although there is no longer speed difference, there is a difference in steering. With weapons drawn the character turns much slower.
I also very much dislike i can't cast it when looking any far-away NPC with "Do not attack innocents". RM is not an attack spell.
