Sluggish/chugging Motion with high FPS?

Since the update, the motion of my toons seems to be sluggish...chugging along, although my framerate is at 70+
I asked in Guild Chat and others seem to be having similar issues.
It is better in open zones, and worse in dungeons or delves.
I am on PC NA. Worse so far is in Old Orsinium.
Checked my GFX settings and all is fine there.
Any help would be appreciated!
PS: almost unplayable in Old Orsinium
PS2: After another few crashes it is working fine again
