I tried to make sure my windows 7 was updated, and apparently it really wasn't. I had to do the initial fixes here to get my updater to even work right: http://plugable.com/2016/06/08/windows-7-wont-update-what-to-do/
And poof! I could play again after all the updates.

Hmm this is interesting, I'm also windows 7 and I thought mine wasn't updating, after some searching I found a conversation about it sometimes taking 8-12 hours to install updates, so I thought I'd just leave it overnight, but was yours just sitting on 0%? Mine still is but I think it's just not displaying properly... but if you were having the same problem...

Yes! The link I provided helps with some manual updates that will eventually make your updater work instead of being stuck at O%. You really have to do everything up to step 11, and the updater will do the rest. After step 11, the updater should only check for updates no longer than 15 mins or so.
Just a warning tho, I've done these updates on two different windows 7 computers, and the update that is listed as "January 2017 Rollup" messed up the hard drive on one of my computers where I had to do a repair. If you want to game right away, I'd postpone that particular update just to be safe.

4 repair cycles. nothing
Currently reinstalling THE ENTIRE GAME. 3 hours in. Still at 9%.

what solved this problem was to uninstall ALL the microsoft C++ redist (2005,2008,2010,2012 both x86 & x64).
Then google for microsoft C++ 2015 redist x64 download and install.

Edit: Roll up update for windows 7 fixed my problem though I had to do it through command prompt due to my windows update being broken. Worked before, but my Windows 7 updater is broken and no fixes online seem to sort it.
This patch seems to require an update to work, or at least that's what community people here are saying.
Wasn't expecting to have to format to play the game, but hey ***.
I can't even install vc redists without getting an error, though they're listed as installed.
FML.
There was a really bad update or two for windows 7 that screwed my system.
Chose to update at the wrong time or something, it was warned a couple of days later not to install the updates, but yeah.
Never recovered and probably made it worse trying to fix it.
Not tried an install/upgrade in place thing.
Guess that's next.
If your updater is working fine I'd be interested to know if their official response regarding the updates they recommend, helped.
