Installer won't work and then DirectX version not supported

Right so I'm going mad at this. Two days ago I needed to format because the game for no reason stopped working, but only the 64bit version. This doesn't matter anymore, I formatted because ESO and because my pc wasn't running right and I just needed to do it. I install ESO the next day after the format, all goes okay. I even RUN IT in the morning, everything fine. My electricity broke here, and it affected the format or something, I really don't know what happened, all what was working before the breaking, stopped working. ESO froze, ZBrush didn't launch, nothing worked. In the end, I don't know how, I managed to run ESO, I had an RP event that I had to GM, so I just wanted to do it and then format again.

This morning I formatted, and all went fine, until I tried to install ESO. The "InstallAnywhere" would finish at 100%, but nothing would launch, absolutely nothing. I tried in Disk too, nothing. I did that fix that there is in the forums, of getting the launcher from some zip file. Which by the way didn't even ask me where I wanted to install ESO, and it doesn't even show as "installed". It finished downloading the game correctly, and I tried to launch it, but then....... -Obviouly- could not continue without problems. I get this problem:

Which is like what? I installed Allegorithmic stuff, 3ds Max, Maya, ZBrush. All of them work fine. I installed the requirements ESO had in the same folder the "InstallAnywhere" thingy extracted, so the vcredist and DirectX, I even installed so so so many versions of these, I installed DirectX 11. And I even did something a friend who had this problem had: install a steam game and install DirectX from there. But -nothing- works. I just... I'm going so crazy, I really don't know what else to do. And please don't tell me my computer cannot run ESO because I was literally running it with the same computer two days ago. And also do not tell me to "reinstall" ESO because then I'll just lose it, how can I even reinstall this game if the installer does -not- work? <.<

My PC:

GeForce GTX 1060 6GB (Lastest driver)
Intel Core i5-4460 3.20GHz
16GB RAM

I'm super mad at this because I don't know what else to do and I cannot find any solutions, I've been around 6 hours trying to make this work. Installing windows updates, directX versions, c++ packages and what not.

Please, help. I know that if I manage to actually make this ** installer work, my game will run.

    greeting I found trivial solution to the problem I have a laptop with an integrated and NVIDIA graphics cards and after I tried all possible ways to solve the DirectX error I just went to the device manager and put the integrated graphics to disable TRAALALA
